Dasho Sonam Topgay, the former Home Secretary was conferred  Red Scarf (Bura marp) by His Majesty the King during the historic 113th National Day Celebrations at Punakha Dzong in recognition of his dedicated service to the nation. 

Dasho started his career in the Home Ministry as a Trainee Officer in 1986. Since then,he served in various positions in departments under the Ministry. He served as a Director and Director General in the Department  of Civil Registration and Census, Department of Local Governance and Department of Law and Order. Dasho also served at His Majesty’s Secretariat looking after the Royal Projects in 2009 and 2010. He was appointed as the Secretary of the Ministry of Home and Cultural Affairs in July 2016 and served until he was appointed as the Chief Election Commissioner in November 2020. He is the Chairperson of the Southern Covid-19 Task Force as well.
